ATR (Average True Range) is often used to assess market volatility.
But since it has no bounds, we can't really know if certain extremes of volatility (maximum or minimum, whichever we're looking for) are reached. This version uses min/max normalization to try to add these bounds, adding a criterion when a minimum or maximum value is reached
