This is a variant of the broken signal line RSI average (posted here: Dsl RSI average ) one step further

The basis of the interrupted signal line is that it uses certain levels (eg 0 for cci or MACD, 50 for RSi) which are assumed to be the "center levels" around which these oscillators should oscillate. That's fine as long as we don't ask ourselves: why do these levels occur when we use price to calculate value - not knowing the actual exact bull/bear volumes that can provide us with important levels. So this version is changing that, and the DSL is no longer anchored at those assumed significance levels, but instead always adjusts itself based on changes in the calculated RSI values
