As usual you have to put it into the Experts/Scripts Metatrader subfolder and eventually restart mt4
(Or compile it if you can). You don't need to download anything except the script itself.
You can edit (right click + modify) the script to put your Twitter username and password in it so you don't have to re-enter them every time (if you think it's safe to just enter them in clear text)
Once the chart is published, an alert will appear. The input is:
